put on a good tight riding glove
clamp your hand good and tight on the rotating collar and twist-
chances are pretty good it will move around to the next notch
If it doesn't - wrap a cloth around the collar and grab it with a pair of slip joint or water pump pliers - rotate to try all the settings until you find your hearts content
Keep the rubber side down
